Yes, a special glass bit is necessary. Also you should apply a special putty on and around the area to prevent glass "spinters" from being produced and flung out from the project.

Depending on the size of the block and the size of the whole you want.... you could use a dremel if it's small. Otherwise, a very fast drill.

Use a masonry or grinder type of bit. The higher the speed the better. You don't want it catching and edge and start tearing at the glass, then it'll crack. Might be helpfull to actually run the masonry bit in reverse. The goal to is not to cut into the glass, but wear it down, be abrasive.
