English grammar question: when do you properly use the word "Refuge"?

Does this sound right:
An example in the novel is when Tracey takes refuge in the cellar.

(in the story she hides in the cellar from the killer)

Your usage is a correct example of using "refuge" as a noun. You could also use refuge as a verb as well. "Tracey refuged in the cellar". However, usage as a noun–as you indicated– is more common in today's speech.
