The simplest way is to use a free hosting service, such as Yahoo Geocities or Google Pages. This is free.
The next best way is to purchase web hosting (search google for 'web hosting'). This usually costs less than $20/yr.
The way that gives you the most control for the minimum investment is to rent a virtual private server (such as from www.vpsland.com), which generally costs less than $20/month.

The best way is to purchase a domain name and then you have full control, also bear in mind that the free hosting companies do not list/index you in search engines

Lots of places will let you do this: myspace.com, facebook.com are 2 quick ones I can think of. Otherwise, just do a search on free web hosting, and you'll find a bunch of places.

You can start a blog for free: www.blogger.com
If you are more advanced, www.nearlyfreespeech.net offers "pay for only what you use" charges.
Or other webhosts offer similar service, but for a set monthly fee.
