Where can I buy C++ and how much would it cost and does it come with manual on how to make programs.

You can get a basic version of it for free on Microsoft's website at http://msdn.microsoft.com/vstudio/express/visualc/. The only difference is that it has a couple things that it cannot do. Microsoft also has tutorials online.

You can buy it at borland.com.Theirs is the most widely used one.
