Because heavy emotional relationships lead to extreme behaviour, because hormones are in control at a certain age and people have to learn how to cope with that first. There are people who've had "adult" relationships in high school, that's where 16 year old mothers come from. It's also when people get jealous and start killing people, they'd rather you did that at home on summer vacation. It used to be holding hands or kissing in public was taboo, now they have to worry about kids doing it in the cafeteria or bathroom stalls.
