call a plumber, he should have a device that will heat up the pipes and get your water flowing again

It is not politically correct to let the water run...when us in Australia have run out of water and have been on water restrictions for over 5 years.

You need to insulate your pipes to prevent them to freeze. It is easy enough to do it yourself...just find some foam...cut it to size...wrap it around the pipe and use some packing tape to keep it in place.

If you don't...your pipes will crack or burst when they freeze.
If you know which section of pipe is frozen... pour some hot water on it.
You could put a blow torch on the pipe (as long as it is metal or copper)...but I don't think you have the required skill to do that.

hair dryer on the pipes shut the main off you could have split lines heat up the pipes slowly dont stay in one place to long turn on the sinks and shower to let the vapor escape

insulate the pipes if not you will have to wait till they thaw out then when they thaw you have to run water to get out any dirt that may have been in the ice

Watch for the pipes bursting as they thaw! You should wrap them with insulation.
