If a person is on US Welfare benefits also known as TANF
( Temporary Assistance for Needy Family's) ALL of their money is deposited on to a EBT card or debit card if you will. It is the tenant or welfare recipient that is responsible to pay his or her bills with what ever little monies the state gives them. If you are speaking on a program called Section 8, a state subsidized housing contract then yes the states portion goes directly to the landlord and the tenant pays their part to the landlord as well.

The money is seperate a payment. The money goes directly to the landlord. The payment type is called a Housing Voucher. Most of the time the government only pays a portion of the entire rent and the tenant has to come up with the remainder. Contact your local Government Housing Agency for more detailed information.

Money for rent awarded separately? If they apply for and get housing assistance thru Section 8 housing or Public Housing, but there are huge waiting lists for it. If they get Public Housing, the government is the landlord and they pay rent (based on income) to the landlord. On Section 8, the government sends a subsidy check to pay the difference between private rent and the family income's affordable rent. In Section 8, the govt sends that check to the landlord directly, the tenant pays the landlord.
There are many families on welfare that get no housing aid, and thus pay their own housing costs in some way. Most of the households getting housing assistance are either elderly or disabled, and only a small percentage of the families get housing subsidy too.

Many families on welfare apply and "qualify" for something called HUD in most states. It is an agency that will pay either all of the rent or a majority of rent. Landlords usually get a maximum amount based on the agency's standards even if most places are less than adequate. The landlord has to let inspectors come in and check things that the agency thinks is important or necessary. If the place fails on something the landlord has to fix it and in a certain amount of time. It is a very strict agency but like most 'free' taxpayer-funded programs it is grossly abused by people on welfare that take advantage of the system.
