If it's not really tiny, try soaking it overnight in fabric conditioner, then gently pull it back into shape while still wet. It will improve things, but chances are you won't manage to get it back to exactly the same size.

Most of the time you can't, but if it is one of your favourite's then you could try washing it again in warm water and pulling it gently into larger shape, then you will have to dry it flat.
