I understand what you are saying because if I have to go to the doctor I don't want him practicing anything on me! But in reality they call it that because no one is perfect, and also they learn something new everyday about the human body: my friends father is a doctor...

IT IS CALLED PRACTICE FOR WE ARE THEIR GUINEA PIGS. NO TWO PEOPLE WILL RESPOND TO THE SAME TREATMENT IN THE SAME FASHION. THEY HAVE TO RULE OUT THE OBVIOUS AND THEN TRY TO MAKE AN EDUCATIONAL GUESS IF NOTHING COMES FROM THE BLOOD TESTS AND OTHER TOOLS OF THE TRADE.
I HAVE BEEN A GUINEA PIG FOR SEVERAL DOCTORS BEFORE I FINALLY GOT MY DIAGNOSISES OF FIBROMYALGIA IN WHICH AT THAT TIME I WAS TOLD THERE WAS NOTHING THAT THEY COULD DO TO HELP.

It is called practicing because there is an infinite amount of information for them to keep learning even after they earn their degree. I would be more afraid of a doc who thought that he/she knew it all.
