by definition, twin deficits concern public deficit and trade deficit, or if a country has a closed economy (no trade with other countries) there can't be any trade deficit

Yes, it is possible. USA, an open economy, is a good example right now where the deficit is mounting day by day. India, a mixed economy, is another example with huge deficits. There are other rigidly state controlled economies too with similar deficits!
