The processing power (underpowered) and the operating system (there is rarely one) are in a calculator. There is no need to install an operating system for a machine that does a specific number of tasks, and do not need to load third party applications. Further, memory is kept to a minimum, which does not lend itself easily as a storage medium for excel files. There are a ton of hardware reasons why a calculator is unsuitable for running Excel. When you address any of these concerns to make it suitable for running Excel, you end up with a machine akin to a modern Personal Digital Assistant (PDA) which is why many PDAs that exist today can run either Pocket Excel or Documents to Go. which gives spreadsheet functionality.
As for a philosophical reason... there is none... it purely a technical question.
I do not own a calculator but my PDA serves me extraordinarily for any calculating chores I need.

Because the pocket calculator is made cheaply and is only divided for one function --> simple arithmetic. We could make it run excel but it would cost $400+ instead of 5 bucks.
