Just recently I am having problems with the capacitor start, alternating current electric motor that runs one of the tools in my workshop. When I turn the power switch "On" the motor will "hum" but won't turn. If I spin the shaft manually, the motor will then start running normally. Is the "starting capacitor" the problem?

The start capacitor is most likely the problem. There may also be some contacts in the rear of the motor that open and close to engage and release the capacitor after starting. They can sometimes fail. Assuming this is an induction motor there will be no brushes.

Nope, probably the brushes are though - if you look you should see them and they will be easy to replace as they wear out and are designed to be replaced.
