I don't know if they rigged it, but you've got a blown head gasket. Been there....

The most likely cause is a ruptured wells plug between a water and oil jacket. It can also be a crack in the head or blown head gasket. Because oil is lighter than water it will "float" on top of water and would be noticed when left to stand for a while but if you recently started the motor it would be mixed with the water and you would not be able to tell (Depending on the type and grade of oil you use!!!!)

What kind of vehicle & engine is it? It could even be automatic trans fluid if it has an auto trans- the coolant & trans fluid are both in the radiator- but should be kept apart- if the trans cooler is not leaking.

they more than likely flushed and filled the cooling system just before auction time. not uncommon as dealers sell what they can the bad ones go to auction

Busted head, or blown head gasket. Or on some odd chance someone put the oil in the wrong hole.
