The constitution would first have to be changed to allow people born in foreign countries to be allowed to be president.
Now that congress is controlled by the Democrats, there is no possibility for the constitution to change until some time after the next election.
The earliest possible date for Arnold to be president is in January, 2012.

He can never become president. The Constitution says for the requirements to being president is to be native born in the country of USA. (just paraphrasing it) It also says that you must be at least be 35 years old and must been living here for at least 14 years. There are many unwritten rules as well. Never - he is not a natural born citizen of the United States and thus could not serve as President or Vice President. He could serve in Congress or the President's Cabinet.

If you are referring to Ahnooold (gov of calif) then never. He was not born in the United States or US citizen parents and the constitution forbids anyone who was not born as an American citizen of the United States from becoming president.
