The charity Shelter has a Web site on that: http://england.shelter.org.uk/advice/advice-3136.cfm

And a general site: http://www.communities.gov.uk/index.asp?id=1152110

Here's a page sponsored by Oxford council: http://tenantshandbook.oxford.gov.uk/oxfordtenancy/tenantsrights.htm

You don't say whether you bought your council flat or not. If you did, you may have been suckered in. Some tenants who did that were driven into bankruptcy by assessments.

When u rent, u dont have many rights except for to keep the house and yard neat.
Call a plumber and then send the bill to the landlord.
Dont be blamed for faulty repairs, all houses get them eventually.
Leaks can be fixed easy by screwin the pipe tighter or make sure a hole is not in the pipe.

have you tried going to citizens advice, or even your local councillor. They have to reply to anything like that you; should be able to find out who it is by going on the government website and clicking onto your area.
