I would like to hope Troy Aikman. He won 90 games in the 1990's and that has been said to been the most by any quarterback in any decade. Not sure who it is for all time though.

1990's- troy aikman
1980's- joe montana
1970's- terry bradshaw
1960's- bart starr
1950's- otto graham
1940's- sid luckman
1930's- sammy baugh
1920's- benny freidman

unitas may not have had the most wins in a decade, but i think he has the most wins because he also played in three decades
