I think that here in the UK, we get a fair amount of US television that, when it mentions ethinicality, shows American citizens of black or other than Caucasian, wanting to get "back to their roots". So, it becomes easy for us to assume that all American citizens other than Caucasian, have already investigated the original root of their family tree (however far back in the past it is), and will be proud of their origin, be it African and 200+ years ago, or Jamaican, last generation, or Chinese and 500+ years ago!
Not a logical explanation, I grant you, but then humans are rarely logical! I guess we hear a lot more about US slavery than our own past shortcomings - we don't do much TV/Film covering UK slavery. I don't think we ever ask our own UK citizens of Non-Caucasian appearance where their family comes from - unless the accent is still really really strong, then we would probably ask.
It's the best reason I can think of, anyway.

this is because we're not allowed to call Afro- Americans black people. my mates are black and i say they're black. i have no malice for them that's just how it is. some people can get offended if they are designated by a colour, but if they would simply let me know how best they would describe themselves i would apologise and use whatever terminology they prefer. I'm technically a Caucasian, but that's a mother of a word to keep spelling so i just say I'm a white guy and I'm pleased to met you.

MMM dunno. I have a friend who was born in Britain, but who's ancestors were from India. SHE is british just as you are American. She has never even been to India! People have a problem with this - i'm not very sure why.
