Not sure of you question, but if you mean change from static IP Address.

Go to start-settings-network and dial up connections-right click-local area connection-pick properties-highlight internet protocol-click properties tap and set IP to automatic. (if it is set to static)

Guessing you meant „changing static IP to dynamic” – by changing setting in your router, eventually calling or changing ISP (in some cases) if you talking about public IP.
