the guy that is shocked that i said shoot them wants to try being a woman for a day, its REALLY scary, and it isnt fair that we get made to feel like this. And I am doing something about it, im seeing the police community support officer this week to tell him we need a bigger police presence where I live

One reason why is because men in our society allow it.
I've thought about this a lot.
A Jamaican told me that in Jamaica when a woman was accosted (say, by a date) a male close to her (brother, uncle, friend) would go kick the offender's booty. Also, in Jamaica, the women will stick up for themselves unlike we do here-they'll take issue immediately, and loudly.
Simply, guys do it BECAUSE THEY CAN.
Yes, eventually woman may become equally responsive to the offense, and begin taking the solution into our own hands. When the violence comes from women's hands, perhaps there'll be more effort to use prevention (like, raising our sons right/swift punishment for bothering women in public).
Quite the dilemma, I think.

'Genghis' above is absolutely correct when he says that not all men behave like that. I'm now quite an ancient bloke and can assure you that I have _never_ intimidated a women in that way. It simply would not occur to me, nor I suspect most other men, to behave in such a manner. The sort of behaviour you describe is usually associated with modern, very stupid, semi educated young men, driving cars the exhaust pipe diameters of which measure greater in centimetres than their IQs.
If it happens to you again, take the following two steps (1) try your best to ignore them and certainly refuse to make eye contact (a reaction from you is what they are aiming to achieve); (2) take their registration number and report them to the police. The authorities take a very dim view of such boorish and frightening behaviour and will quickly trace the kerb crawling yobs and take appropriate measures.
Anyway, on behalf of all considerate and caring males I apologise for the few idiots who cause/d you such a problem.

Society, made up of both men and women, seem to tolerate this behaviour. It's never challenged by men or women, so it continues. I guess it will take someone to stand up to it publicly, to rally support, for this behaviour to change (if it's as bad as you say it is, anyway!).
Why not film it and shame 'em on youtube?

think the majority of men think this is a no no ...and were are you sounds like hell on earth ....but as don't live in gun culture country thankfully though it is getting worse ...move..... there are some nice places to live in the world still PS having read some of the answers am I living in the real world

They seldom do it when they're on their own. It's usually showing off to their mates.
A put down in response can make this back fire. One I've seen, which is very visual, is the male masturbation move onto the top of your head. This infers "di*khead".

This is harassment you should take the number and report it to police, they will come round in a week or so and take a statement

This is an aspect of "boy racer" behaviour. It should be taken very seriously and you should report the little brats to your local police. I bet they are ugly, pimply and probably unwashed.
