I'd prefer the "Get Out Of Jail Free" card. That would get you off one crime if ever you decide to beat some jerk up and get arrested.

Yes i would give it back and only because i know that with todays technology they will discover their error and come after me anyway and by not giving it back i would probably end up losing more then the 200 dollars.
