UECs is a term Unlawful Enemy Combatants and is mostly an outlaw term that is strictly ruled out in European countries and US. Congress has given President Bush the unchecked power to declare anyone he wishes an “unlawful enemy combatant” -- including U.S. citizens..... It define directly that if US Think or suspect a person as an outlaw or terrorist he can declare the said person on same time and put him underarrest without giving any chance to go to law or the person cannot do anything and even can be killed on the sametime without any court orders.
