All those who had the ring of power. The elven leaders...the kings of men and the leader of the dwarves. At least that was what I understood. As long as they have the "rings of power" they are considered Lord of the Rings. Only Sauron forged the ring to make it powerful than all the rings combined. There. For more info, watch the trilogy all over again! Hahahah! And I don't even like this movie! Damn!

Sauron is the person in the title, as he did, at one time, possess the One Ring. The actual phrase "lord of the rings" is used, in jest, by one of Frodo's Hobbit companions to refer to Frodo himself as the ring bearer. Gandalf immediately shushes them for calling Frodo such, for to be Lord of the Rings is to be lord of all - a situation where absolute power will corrupt.

I think a better question is WHAT is the Lord of the Rings. I think the One Ring itself is the Lord of the Rings. This quote alludes to it:

"One Ring to rule them all, One Ring to find them,
One Ring to bring them all and in the darkness bind them"
