Can one use a skil cordless 14.4 volt drill to drill pilot holes into the basement cynderblock wall? Will any cordless drills do this? If not, what kind of tool is neccessary to drill into the wall? (I want to mount some shelves to the wall.)

It's according to the age and the material of the blocks, the number and the size of the holes. I have drilled a lot of 1/4" holes in some basements with a cordless and ran into a couple of them where I couldn't get one hole drilled.
If you start drilling and it seems like you are just getting nowhere fast, you need a hammer drill or you will just grind the tip of even a masonary drill bit down to nothing.
I forget the name of the (I think it is Tappan screws) screws but they are blue and desighned for cement blocks, and they will work supper good for mounting shelves.
If you are useing metal shevlveing brackets use 1 1/2" screws. Any thing thicker than 1/8" or so just add the thickness of the material to the 1 1/2" such as 3/4" boards you would get 2 1/4 to 2 1/2" screws and so on. Use a nut driver bit in the drill to screw them in but I won't gaurantee that your drill will be strong enough to do it, and if it will, it will probably drain the battery pretty fast. Just plug it up again. Be nice if you have 2 batteries.

As long as you have a masonry bit in the drill, you should be able to drill a few holes before the battery gets drained.

A drill with more voltage would drill more holes before the battery ran down, but I think you'll be OK with 14.4 volts.

Any drill should do the job with the right drill bit. In this case you will need a masonry bit. If you are going install shelves you are going to need fasteners of some kind. You should go to your local home improvement store where they can help you pick the right ones for the job you are going to do. They can also help you with the drill bit. Good luck.

Be Carefull! Using a hammer drill on unfilled cinder block can cause it to shatter! Tap on the block with the plastic end of a screwdriver and you should be able to tell whether it is hollow inside. Cinder block is only 1 1/4 inch thick, so after you make an indentation, you can use a reamer to finish the hole without the worry of shattering the block (if hollow). Use a high carbon bit. Recharge, Recharge, Recharge!

as long as you only drill a few holes it will be OK it will just take a Long time .use masonry bits with a carbide tip . if you have to drill a lot of holes or the holes ar over a quarter inch get a hammer drill they work fast and drill a fairly clean hole

Tou should be able to if you have the correct bit, a masonary bit for drilling through concrete.
