With fixed line phone, you pick up the handset then dial. With a mobile you dial and then do the equivalent of picking up - hence no dial tone. The latter has the advantage that the network knows how many digits you have dialled and therefore doesn't have to hang aroung waiting for more if it doesn't know the number plan (e.g. when calling an international number)

1. You either didn't dial an appropriate number.

2. The number is down- no longer in use.

3. There is no network service available or some temporary interruption.

very interesting question.
i think because cell phone is not physically connected to network all the time.
