The correct answer is men's magazine. Generally, when the plural of a word does not end in an s, then the appostrophe is added before the s.
(i tell my students if the s isn't already there then stick it there with the appostrophe first.)

If the plural has been formed by adding -s, then the apostrophe (I hope mckayla m revises her spelling of that word, if she is a teacher) goes after the "s".
If the plural is formed some other way, it goes after the "s".
So: men's, women's, children's, people's, oxen's.
I'm not sure about sheep, though. If there was a flock of them, would you write the sheep's tails, or the sheeps' tails? The latter, I suspect, but I'm not sure why.

A plural, such as dogs (as in more than one dog) would require an apostrophe after the word when used possesively, as in - the two dogs' water bowls are lost. Or - my two kids' toys are everywhere. (if you had one kid, it would naturally be - my kid's toys are everywhere).
However, a collective word such as men, or children, is in effect singular because it is 'one' collection of something. So it is - men's health, children's toys.
If you just google 'apostrophe rules', you'll get the same answer.

"Men" is already plural, so to make it possessive, add 's.
Mens' would be like saying that the magazine is for many 'mens'.
