Yes, there is, though it is VERY rare. More common is testicular cancer.

The American Cancer Society have published a guide. See the link below.

On risk, here is the assessment from ACS:

"Penile cancer is very rare in North America and Europe. It accounts for about 0.2% of cancers in men and 0.1% of cancer deaths in men in the United States. However, penile cancer is much more common in some parts of Africa and South America, where it accounts for up to 10% of cancers in men."

Yes. There are cancerous tumors of the penile head and shaft, and warts which can become cancerous. The pictures are not pretty and the cures can be unpleasant if they are not cared for properly and in sufficient time. Your question and this answer have now made the male readers all a bit squimish. You can find out more about these problems, if you are so curious, by a web search. I wouldn't be surprised if there were pictures, there are in some of the medical journals for urologists.

Yes penile cancer does exist. Hygiene and Human pailloma virus are known risk factors. Penile is non existant in early circumcised males. it makes up about 1% of male cancers diagnosed each year, it is very rare in men below the age of 40

Yes, cancer is possible in almost any part of the body. Penile cancer is quite rare, fortunately. Cleanliness has nothing to do with it. If you (or your partner, as you seem to be female) has any suspicion that this is happening, get to a doctor FAST. Early treatment is very important.

Yes, if you don't clean your penis regularly, you can get cancer.
