The names are pre-assigned in alphabetical order... "durian" because it's a tropical fruit and the typhoon in Philippines is a tropical storm, hence the name.

Because they're named in alphabetical order and, for the 4'th typhoon of the season, it's as good a name as any ☺

The first one is called a name that begins with A, the second, with a B, etc

But they intend not to repeat the names they used in a past year, so, its not that easy!!
