I couldn't find any info on a psychological problem relating to my sister's boyfriend who is afraid of seeing newborns or even touching them. What is the reason for this? Does anyone know?

Does he exhibit this behavior only when your sister is present? Maybe he is trying to send her a message that he doesn't want children with her.

Maybe because they appear to be so fragile and helpless. He may not trust that he can be as gentle as he needs to be with the baby. I have a girlfriend who prefers not to hold newborns. I don't force the issue with her. I accept it. I trust that she's doing it to protect herself and ultimately my baby.
Not wanting to hold an infant in and of itself isn't necessarily a pathological thing.

I don't know if there's an actual condition for that...
But have you seen a new born baby? One they're horrible looking - all bloody and smooshed...
And two - they're really floppy... like frighteningly floppy... they're really scary to hold... me, I'm old and can hold one at this point - but when I was younger I was terrified of breaking newborns... and I do mean literally terrified.
Especially with the way their heads flopped around... I was just scared...

Some people are just not used to babies. They are small and look breakable. If you don't have much affection with babies and aren't handy with them you just don't particularly like them. If it's just the sight of a baby it might be the fear of getting your own baby, and she's just not ready for it.

maybe he has a bad experience with newborn babies in the past. like maybe a newborn baby slipped from his arm n died.

He is scared -- if your sister says all of a sudden - it's yours!!
Just kidding. May be he is not experienced enough and is not comfortable holding it.

he might be scared of holding them, so when he sees one, they might ask him to hold it. why dont you ask him
