If you have a gas oven it will usually be quicker than an electric oven.
Newer models (fairly recent) are more likely to be quicker to reach the desired temperature, because they're more efficient, better insulated, etc.
Putting a thermometer in the oven, and checking the time to heat to a specific temperature (usually 350 degrees) helps. Look through the door to check the temperature, because everytime you open the door, you'll lose a lot of heat and it will take longer to regain that heat.
Also, if you know the model number and manufacturer, you can usually access the web site of your manufacturer. Many will have a FAQ's section, a .PDF file of the owners/ users manual, or finally... a customer service phone number!! The manufacturer builds ovens to operate within specific performance criteria, especially since the introduction of the EnergyStar ratings. So, comparing your time to preheat should be close to what the manufacturer intended.

Once the switch is turned on, the pilot has to warm the safety valve, this takes about a minute, more or less, then the pilot has to warm the valve for the oven control, whatever the setting you put in. It should bring it up to temperature in about ten minutes. That's why the pre-warming on many recipes..
Some ovens with convection fans I've noticed take awhile longer for some reason. The fans take longer to turn off after using, driving some people crazy like, they never want to turn off.

It depends on the wattage ratings of the oven.
higher the wattage, quicker the heating, more the electricity consumed.

5-10 minutes I think, I don't pay that much attention to mine while it's preheating but it never seems to take longer than 10 minutes.
