Ernst Haekel propsed this theory he said that in the embryonic period of a progeny it undergoes all the stages of the theory of evolution....... from a single cell to the most complexed mammals.....

The theory that a fetus undergoes the same changes during embryonic development that the species underwent during the course of evolution. For example, many species apparently seem to go through a gill phase during embryonic development, or look very similar to one another - e.g. pig and human embryo. By the way, this statement has been proven false, which is a very important point in biology.

Ontogany- Not found (alternative?)
Ontogeny–noun Biology.
the development or developmental history of an individual organism.

Recapitulate-verb Biology. (of an organism) to repeat (ancestral evolutionary stages) in its development.

Phylogeny–noun. The development or evolution of a particular group of organisms.

Soooo... putting them together, I'd say in short this phrase means:
The history of an organism repeats it's own evolution. Or in other words, history repeats itself. Eh???
