consider the alternatives...this person would probably rather have it on the outside where it can easily be washed off rather then on thr inside where it may cause an unpleasant odor or where they would have to swallow it

Semen isn't germs, it's just body fluid... some people find it erotic, understandably. It doesn't have much to do with germs, or even bacteria. I'm sure the same person doesn't like to be peed on, that WOULD involve germs and bacteria.

there are not germs in ejaculate unless you are infected with something.

as normal urine is sterile, so is normal ejaculate.
