First, call 911.

Then find a tree branch, stick, or piece of rope and extend it out to your friend. Then pull him out.

Do not jump in. You'll freeze as well, and unless you're a trained lifeguard, a person in panic will most likely drown you while you're trying to rescue them, in their attempts to "lift" themselves above water.

You should enter the water only as a last resort, and only if the chances of your survival are very high. First, call 911 and calmly and clearly tell the dispatcher what has happened and where you are. Do not hang up, even if you decide to enter the water. Look around for something that floats to toss into the river, and look for something to extend to your friend, like a tree branch, or something to throw, such as a rope.

In water approaching the freezing point, a person will last for only a few minutes before becoming unconscious, and drowning will almost certainly occur next. If you manage to rescue your friend, and he or she is non-responsive, be sure that rescue is on its way and perform CPR or at least chest compressions while waiting. A person who has succumbed to both hypothermia and drowning has a better chance of survival without permanent injury then a similar person in warmer water due to the body's metabolism slowing.

well you must not care to much about his safty if you would rather log into this and type it out and than wait for a reply before saveing him...instead of calling 911 so i say to hell with him...he is a popsical by now anyways... if i were you i would pull his body out of the water....pick his pocket get the cash from the wallet ... toss his body back in the water than call 911 all scared like you just found him... you loose a friend either way... but atleast you got some cash

Sure hope you called 911 and tried to help your friend by getting him out with a rope or something.

You'd definitely risk yourself by going into the cold water yourself.

How can anything be partly frozen? That's like saying something is partly broken. It is either frozen or it isn't. The water may be freezing and ice may have formed at the shallow parts but it isn't frozen.

Jump in and help your friend...the river isn't frozen.

Your friend has fallen into a river .And you are conducting a survey on the Net.I am sure your friend , if he survives, will appreciate your concern.He will probably ask on the Net whether he will be justified in pushing you into a flowing river.

However if you friend really was in a frozen river I would figure instead of going on a computer to ask what to do you would call 911

no, but you should try to find an object that you can use to pull the person out of the water, and make sure you are standing at a safe place (assuming you are on ice).
