Yes, they do.
Regrowth depends on the person, but I'll have little stubbly things growing back in a couple of days. To actually grow them completely out to pre-pluck length, it takes me about two weeks or so.
If you keep plucking them for years on end, they'll get weaker and some hairs might stop growing out all together, but they will grow back in general.

They do grow back, just like any other body hair when plucked.
It depends on how much of your eyebrow you pluck and how hard your hair is, it'll need doing more or less often.
If it's a man and just needs tiding up, I guess he can have it done every 3-4 weeks.
Women who shape their eyebrows need to have them done more often, especially if you want to keep the same shape all the time.
Hair grows in cycles, so one pore could grow 3-4 different hairs, which come out to the surface in intervals. So you might pluck a hair today but that same hair won't be back out until 15 weeks. The hairs that come out in between are new hairs from the same follicle. That's why to keep on top of things, you should have them done regularly.
I suggest you have them done professionally the first time round, and after that just keep it up yourself, just check in the mirror when you're brushing your teeth, as soon as you see a hair coming through, pull it, don't wait until the whole lot have come back out! If you pluck 5-6 hairs every 2-3 days, you won't notice you're doing it and you will always show gorgeous eyebrows.

Well one thing I would say is, if they're blonde already don't touch 'em! They will look non-existent!
I pluck mine roughly every week. Some people just have more hair around that area because they naturally have bushier eyebrows and so need to pluck for strays more often.
I would recommend not plucking every day though. I've seen girls do that before... not a good (or natural) look!
If its you're first time and you're a bit worried, ask your mum or a friend to help you and make sure you don't pluck too much. And if you're finding it too painful, some of my friends rub ice on the area beforehand to make it slightly numb!

Yes they grow back. Why wouldn't they? If you are planning to pluck them, be sure you know how to because you might end up plucking a lot and you're left with crooked eyebrows or none at all. So you have to live with that for a couple of days or even weeks.

Growth of hair in the eyebrow region starts within 5 days (sometimes shorter depending if you are very hairy and Dark haired or fair haired) but with continuous plucking you do get the effect that the most plucked area stunts hair growth and can go for as long as 4 weeks without noticeable hair growth (after a couple of years)

Of course they grow back, you're not killing the follicle, only removing the hair. It depends on you personally how long they grow back. If you're more hirsute then they may grow back within a week, if less so then a good plucking may last you 2 weeks. It's hard to tell which hair has grown back in if you regularly pluck your eyebrows because stragglers come through every other day.

i replaced into approximately 13. i think of you are the perfect age to initiate! you may basically pluck the hairs that look out of place and that are no longer in the 'arch'. additionally each so often pluck some hairs from the midsection of the eyebrow to lead them to no longer look so furry.

For your first time shaping your brows, go to an esthetician and have them waxed! It's less painless than tweezing because it's quicker. After that, you can see where you need to tweeze to keep up that shaped look. Your regrowth rate will depend on hos fast your hair naturally grows.
