If you really want to waste countless hours a day and not have to pay a monthly fee, I'd go with THE ELDER SCROLLS IV: OBLIVION. It's a single player game with hundreds of quests. I've already put in about 600 hours of game time since it came out. If you check out forums dedicated to it, some people have put in 2000 hours and not finished it yet. BUT, you can choose to finish it whenever you want. There's one main quest and then hundreds of short quests to fill it in. Additionally, (and I think this is true on the PC version as well - I play it on XBOX 360) you can download additional content and get more quests from Bethesda even after you finish the game. So, once you're done, you can download even more and keep playing. Furthermore, once you've finished the main quest, you can still continue playing in the game world to explore, do the sub-quests, or just go crazy killing the thousands of NPCs.
For an online multi-player game with a monthly fee, check out WORLD OF WARCRAFT. I've played it with a free trial, but to be honest, I can't see paying a monthly fee to play any game when there are thousands of other games that I can buy and play without having to throw money into it every month.
As others have said, another addictive game on PC is THE SIMS 2. You can waste hours upon hours gaining skills, changing jobs, building houses, building businesses, etc. There are currently (I believe) 4 expansion packs out that let you do different things, give you extra items, give you additional job options, houses, furniture, etc.
Those are the ones that get my vote. But it you're TRULY looking for a "time vampire," then go with Oblivion.

Oh yes, I know one that I've lost countless hours of the day doing..Poker Stars. It's an addictive poker game site which you can play against others that have nothing better to do with their time. If you don't know how to play poker, it teaches you. If you do know, it gives you a chance to use real money rather than the play money. BEST OF ALL ITS FREE!!!!
Look for me up there...I waste more than my share of the day stuck on it. :)
