Anna---Beat the game with Nina
Armor King---Beat the game with King
Baek---Beat arcade mode with Law
Bruce---Beat Arcade Mode with Lei
Ganryu---Beat the game with Michelle
Kazuya---Beat Devil using any sub-boss.
Kuma---Beat arcade mode with Paul
Kunimitsu---Beat arcade mode with Yoshimitsu
Lee---Beat arcade mode with Heihachi
P. Jack---Beat arcade mode with Jack 2
Roger and Alex---On stage 3 win the last round with 5% energy or less left
Wang Jinrey---Beat the game with Jun

I think you have to finish the story mode with every available character to unlock all the secret characters.

When you finish the game you unlock a character. Finish the game with each character to unlock all the other players.
I love using the devil =)
