Rage 09033 was the closest. Yes as a civilian we should give it to the VFW for proper disposal. But, the correct way and why answer is since the flag is consittered a living being you have to kill it first by removing the stars from the stripes then you should burn it in a dignified manor.

From this web site:
http://www.ushistory.org/betsy/flagetiq.html#4 , you will find in the FAQ section:

"My flag is old and ready to be retired. What should I do?
Section 8k of the Flag Code (see below) states, "The flag, when it is in such condition that it is no longer a fitting emblem for display, should be destroyed in a dignified way, preferably by burning." We recommend that you contact your local VFW Chapter and ask them for help properly disposing of your flag. And be sure to consider providing a small donation to them for their assistance. Or you can contact your local Elks Lodge (who created the idea of Flag Day, established officially by President Truman, himself a member of the Elks), the American Legion, or the Knights of Columbus. Some Boy Scout and Girl Scout troups also can provide this service."

This site also explains many other interesting things about flag etiquitte, and should be read by a couple other answerers to correct their misconceptions.

I recall being on flag duty as a child when I lived in Sioux Falls, South Dakota. When we took the flag down from the pole to put it away it was folded in half(long ways) then into a triangle by two people(the way we also would fold our little note to pass in class called kites). If the flag touched the ground it was "desecrated" and supposed to be burned. I remember being very nervous to be the one with that much responsibility. I also thought that it seemed somehow wrong to burn the flag.

I believe it is proper to either burn a flag or bury a flag that is tattered. Sometimes Boy Scouts have as a project, collecting ragged flags to dispose of properly. Our Walmart has receptacle to put them in.

When a flag becomes tattered and worn it should be disposed of in a dignified manner, usually by burning it. We gave ours to a local boyscout troop to do the honors. They are always very honored to take care of it for you.

One of the best ways to address this issue is to contact your local VFW chapter they will advise you how to properly dispose of the flag and may offer to take care of it for you. You may also visit this site which should be able to assist you with your needs http://www.flagkeepers.org/FlagDisposal.asp

True American spirit cannot be torched, burnt, incinerated or buried. Because it lies in the hearts of its citizens.
However if you are asking that unused and old flags be given their due respect for standing as symbol of honour, then let the Armed Forces do the honours.
Peace to all.

Burn in a respectful manner, or you could give it to the boy scouts, who are happy to carry out this ceremony.
