There really is no way to permanently "get rid" of bags under the eyes without surgery, but there are ways to reduce the appearance of them. First, be sure you're drinking a lot of water. Some people find that when they're properly hydrated, the puffiness diminishes. Also, getting enough sleep is crucial.
Unfortunately, dark circles and bags under the eyes are almost always hereditary, but you can make them disappear with good makeup techniques (consult a local esthetician or makeup artist for tips) or by placing cool compresses (I like those little gel-filled ovals or eye masks you can get at places like Bath & Body Works) on your eyes and resting for a few minutes. For more extreme cases, try what models do... it's pretty disgusting sounding, but hemmorhoid cream WORKS! Make sure you get the cream and not the ointment. Be VERY careful that you don't get it in your eyes!!!
Other ways to avoid bags are staying out of the sun, wearing good dark sunglasses when driving, having enough light to read, apply a good eye cream every day (I like Epicuren) and not using eyeliner that's waxy. If your eyeliner doesn't go on smoothly, you're pulling that delicate skin too much and baggy wrinkles will eventually result.

take a couple used tea bags (make sure they are cool) put them on your eyes for a few minutes (15 or 20) the tannin in the tea bags will refresh your eyes.

Chanel do a really good concealer - sort of illuminating on, it's really good for hiding them if the cucumber or tea bags don't work
