That depends on what you mean by that. There are lots of people out there who have botnets, which are infected computers they control. They can have them DDoS others off the net. Frequently this happens and two or more people/groups will war against each other. some botnets can reach upwards of 50,000 computers....

ya..first find out your enemy...is he /she on the net..whats his nickname/email/ip adress....etc...
then download some hacking tools to get at him..gd luck..if he finds out its a crime..so DONT DO IT! it's not worth the price or a record/jail time/etc
