If Cebu is not a state in the USA, why the f*ck would they use USD? Cebu is part of a country called the Philippines (which has a population about 1/3 the size of the US) and they have their own money called the Philippine peso.
Most would also rather have pesos than dollars because of the extremely weak dollar. The peso has appreciated more than 11% to the dollar over the past 2 years.

Its still the Philippine Peso also known as the Php. But you can go to the SM malls to have any currency exchanged for Peso.
