You mean the Garden of Eden? Well, not that I believe in it, but according to the story, Adam and Eve were created, and placed in it. It was created along with the Earth. So before.

Well, seeing that Adam and Eve were created and then ony afterwards placed in the Garden of Eden, I would say that the Garden was created before Adam and Eve.
A sidenote: The story of Adam and Eve is a MYTH aiming at provinding an explanation for the existence of the human beings and sin. The story did not happen in reality.

It was created before. If you read back in the first and second chapters of the book of Genesis... .it is stated, that God had created all the land, but he needed a man to till it......
So, Adam was created.... to till that land..... and so was he placed within that garden.... But, he had no help meet..... that's when Eve was created, to help him......

assuming you meant garden of eden,i suspect the location existence would have to precede habitation no?
