Diorshow Waterproof Mascara is the best beauty product I've used all year. It's pricey, but worth it (available at Sephora). Before that, I used Loreal Voluminuous Waterproof Mascara and that's available at any drugstore and not too expensive.

The "best" mascara really depends on the effect you're trying to acheive. If you wish for thick, voluminous lashes, you won't have good luck with a lengthening mascara. If you wear glasses, you won't want a lengthening mascara, nor a gel-type mascara, since they'll smear on your lenses. If you have sensitive eyes or are a contact-lens wearer, you'll be very unhappy with a mascara with fibers.
Personally, my eyes are on the sensitive side, I'm a sunglasses-wearer whenever I'm outside in the daytime, I like a water-resistant formula that is not easily removed, and it must be thickening. After trying nearly EVERY brand out there from Dior to Maybelline, my two favourites are Volume Glamour by Bourjois and Bobbi Brown's No Smudge.
You may want to acheive different results, so I recommend looking at the benefits of different mascaras on a site like Sephora or Ulta.com

The best mascara ever was Dior L'ong Optique....and they stopped making it. So tragic. So I have tried a million mascaras since then. I am usually a make-up snob, but the best one of found so far is Cover Girl Lash Exact. It has a silicone brush, which is pink, and comes in the package next to the pink bottle. Its really good. And trust me I've tried em all. The runner up would have to be Lancomes mascaras..they are all decent, I sometimes use definicils. Good luck!

For me, Maybelline's full n' soft in black works miracles and it costs $5.50 at the walmart. I've tried TONS of different brands. The only upscale mascara I'd even consider purchasing again is BAD GAL from benefit. It's actually pretty good too, but 3x the cost. Makes no sense unless you have money you just don't know what to do with.

Don't listen to any of these clowns. If you're not a label whore and just want a good mascara without going broke, Try ALMAY ONE COAT... I already have long eyelashes but people notice the hell out of my lashes when I use it. I swear by it....

Max Factor 2000 calorie mascara works for me. Make sure you buy a mascara with a brush thats not too small or thin.

Try Shuemura (sp?) - fiber extension. I love it, and I even get compliments!
Before that, I liked Bad Girl mascara - I can't remember who makes it. They have it at sephora.
