It would be Howard Payne, the crazy terrorist from Speed. Dennis Hopper really looked like he was having fun hamming it up as a creative bomber who holds hostages in an elevator (who would've thought of that?) and rigs a city bus to explode if it slows down (genius!). He gleefully plays and taunts poor Keanu throughout the entire film, and is a worthy adversary as he himself used to be a cop, so he knew all the rules. He has a rather spectacular death, and his laughter is insane! He also has some of the best lines:
"See, I'm in charge here! I drop this stick, and they pick yer friend here up with a sponge! Are you ready to die, friend?"
"Oh! In two hundred years we've gone from "I regret but I have one life to give for my country" to "F*ck you!"?"
"What do you think, Jack? You think if you pick up all the bus driver's teeth, they'll give you another medal?"
"Poor people are crazy, Jack. I'm eccentric."
"There's gonna come a time, boy, when you will wish you never met me."
And that all-immortal line:
"Pop quiz, hotshot. There's a bomb on a bus. Once the bus goes 50 miles an hour, the bomb is armed. If it drops below 50, it blows up. What do you do? What do you do?"
Ah! What a coincidence! I wrote and posted the above only to realize you've picked the same villian! Woah.

I like the Sheriff of Nottingham from the Robin Hood movie. It was played by Alan Rickman. Thanks for asking! Glen Close is #1 on my list for FA. She gave that role everything she had! I loved it.
