If you are currently in Japan, my advice to you is to practice, practice, practice. Don't be shy. You have the surroundings to learn the language. Go out and use it! Study some phrases and vocab at home then go out and use it. You'll learn more the more you use it. Try to be social and make some Japanese friends. They'll help you too.

You are living in Japan right now, you are very lucky, your chance for study is just outside the door!
Go outside, make some friends, chat to your neighbours.
When I lived in Japan I came across many gaijin, and very few of them could even speak Japanese! The reason being, is they travel to Japan, live there, but are not a part of the culture, just go to school, teach English, hang out with their English teaching, or English speaking Japanese friends, and go home and sit in their apartment, those gaijin who can speak the language (aside from hardcore study) are part of groups, step out of their comfort zones, and like Adam said, practice practice practice! Thats the only way. Good luck and dont be afraid, Japanese people are totemo yasashii.

It's a really hard language to learn unless you are surrounded by Japanese speaking people! You should go out and just try and speak to people. Maybe join a club and meet other people your age. Kids have to learn English in Japan so you will find alot of Japanese students who are learning English and want to practice speaking English as much as you want to learn Japanese. So i recommend you join a club, something you like to do. Mix in with kids your age.
I would be more than happy to teach you however it's hard to learn via e-mail unless you have the software to except Japanese characters- i don't yet. You are better of just going out and trying to speak to people. You will be surprised at how patient and willing the Japanese people are to help you.

There are some good on-line courses -- and you're in the place where you can immerse yourself, so you should get lots of practice!
Good luck, it's a wonderful language. Learning to speak and understand is pretty easy actually (easier than English) -- but reading and writing kanji is another story...I have studied kanji for years, and am still only on about 1-2 grade level :(
