I was scammed out of $5600 during a biz deal by a guy in Seoul. Anyone recommend a collection agent in Seoul, South Korea?

It's not so simple as that. If he is a Mr. Kim or a Mr. Lee there are millions of them. If he is a gangster, then having a collection agency send him nasty letters is not going to intimidate him.

You're screwed. The only way to collect would be to go to court. But the police and justice system in South Korea, especially when you are a foreigner and the plaintiff is a Korean national.

You could try to put pressure on the guy's family, and in particular his parents -- if you know them. The elder Koreans still have a strong sense of right and wrong. Moreover, if they were alive during the Korean War, they may well be very pro-America/Western (for having "saved them" from Communism) and would likely put pressure on the son to do the right thing.

That's your best bet -- family ties.
