I'm hoping that it will let me re-download the game if I reformat my computer. Does anyone know?

I'm sure you won't have to. See, your CD-Keys and such that you purchase online or in-store are linked to an account you MUST make. So you can install it on 1000 computers, but you need the account name and password you linked the key to when you first signed up to actually play. Hope that answers your question.
A quick edit. You will have to re-download and reinstall it but you won't have to pay for it :D

No you shouldn't have to pay for it again. The info in your steam account should allow you to download it again.
