The problem is that if the rules are simplified -- we will have a lot of "unfair results". The legal system as we have it developed in response to society perceiving certain things as wrong or unfair and tried to correct it. Since society's understanding of "fairness" is EXTREMELY complex -- so is legal system.
Sure we can simplify the system -- but then it will match what we perceive as fair EVEN less that it does now.

A great example of "simplification gone wrong" is when the lawmakers impose "Mandatory Sentencing" -- sure it makes it EASY for the judge to decide what the punishment, but it creates ridiculous outcomes - for example, a person caught shoplifting three times ended up doing a 25 year jail bid.

Most jargon in legal documents is for the benefit of those in the legal profession but sometimes lawyers will try to impress in this manner. Just ask for a laymans version of the document. It is their job to ensure the information you are given.
