Plants planted in plastic or glazed ceramic pots or wooden planters don't dry out as quickly a plants planted in clay pots do. Clay pots loose moisture though their porous sides in dry weather.

Depends on the plant. Some like a dryer condition than others. Dracenas don't like to be soggy wet so you use a clay pot that allows good drainage and water absorption through the clay pot. Cyperus enjoy having wet feet all of the time so plastic pots are preferred with a larger non vented/drained container full of water underneath them.
