If they will be one or two goldfish, you don't need a heater, if they are the tropicals I mentioned, you need to heat the water to about 72-78 degrees. A 50-watt heater will be fine for that size tank. They all need to have a good filter on the tank, though.

Also remember, change 25-30% of the water every week to keep the fish healthy and happy, and siphon the gravel once a month. Never change 100% of the water. I have tanks that have been set up for over 5 years without a teardown for cleaning. Water changes and gravel siphoning are the key.

1 inch of fish per 1 gallon of water - NOT 1 fish per gallon! I think once the fish is larger than 5 or 6 inches, you have to give it 2 gallons per inch to make up for more body mass. Also, calculate based on adult size of the fish, not the size you purchase the fish- most pet store fish are very small and very young, but will quickly grow to be several inches long. Read the information on the tank or look the fish up online first to figure out what the adult size will be. It's always best to have fewer fish than you 'can' have, to prevent over crowding and high ammonia.

its matter what kind of fish u want, u said its 21.5 litres which means about 5 gallon tank, so you can't keep goldfish in it, coz goldfish need alteast 10 gallon of water per fish, but u can keep some small fish which grow upto 3 inch max. for example ; guppy, molly, swordtails, tetras etc

Honestly...in this case size does matter. Do you plan on big fish or small fish? It make a difference on deciding a good number for that size tank.

I would go with 3-4 gupies, mollies or platies. Don't go goldfish, its too small. Also don't go tetras as they need a school of at least six and you don't have the room!
