Norml.org is the best source for the number of arrests in recent years. You should also look up the Sourcebook of Criminal Justice Statistics. This is the US Government publication that lists all the stats.
For a history of how the laws came to be in the first place see http://druglibrary.org/schaffer/History/whiteb1.htm It is a funny story.
You can find the full transcripts of the hearings for the Marihuana Tax Act of 1937 at http://druglibrary.org/schaffer/hemp/taxact/taxact.htm
You can find the full text of the major studies of the drug laws at http://druglibrary.org/schaffer under Major Studies of Drugs and Drug Policy. If you look under Historical Research at this location, you can find numerous histories of the laws as well as hundreds of original historical documents detailing the history of the laws.
