Is there a public place to dispose of such documents in New York City, for instance? That is, a public place to dispose of such documents to avoid the possibility of identity theft or the misuse of personal financial data? Any suggestions?

tear them to shreds yourself, or cut them. Then -put 1/ 3 of them in one garbage disposal system, 1/3 in another and the remaining 1/3 in still another. Or put 1/3 in the city's street garbage barrels, 1/3 in another and the remaining in still another. It's not as though you have a ton of paperwork to dispose of, is it? The thing is to use common sense. And by the way, Shredders aren't that expensive.
